Presidential Instruction No. 1 of 2025 mandates all ministries and government agencies to implement budget efficiency in response to national development and fiscal challenges. This policy includes cost-saving measures that may affect the quality of public services. This study examines the policy through the lens of Islamic political jurisprudence (fiqh siyāsah), particularly the principle taṣarruf al-Imām ‘alā al-Ra‘iyyah manūṭun bi al-Maṣlaḥah (a ruler’s policy must serve public welfare). The research addresses two main questions: (1) What are the content and direction of the efficiency policy in the instruction? (2) How does it align with fiqh siyāsah principles prioritizing public interest (maṣlaḥah)? This is a library-based qualitative study. Data were gathered from official documents, classical and contemporary Islamic legal texts, academic journals, and other sources. Analysis involved information reduction, thematic classification, and drawing conclusions that connect the policy’s substance with Islamic normative principles. Findings show that the instruction promotes budget rationalization focused on effectiveness and efficiency, emphasizing priority spending. However, if implemented rigidly, without regard to sustaining basic public services, it risks causing social harm, which contradicts the Islamic value of maṣlaḥah. Therefore, the study suggests that policymakers should balance fiscal discipline with ethical responsibility to protect citizens’ fundamental rights
